Elizabeth Warren (D)

Positions & Statements on the Issues

[Editor's Note: On Thursday, Mar. 5, 2020, Elizabeth Warren suspended her campaign for president. In a statement published on medium.com, "The Fight Goes On," Warren stated, "I want to start with the news. I want all of you to hear it first, and I want you to hear it straight from me: Today, I’m suspending our campaign for president... So if you leave with only one thing, it must be this: Choose to fight only righteous fights, because then when things get tough — and they will — you will know that there is only option ahead of you. Nevertheless, you must persist. You should all be so proud of what we’ve done together — what you have done over this past year."]

Pro
Should the US End the Cash Bail System?

"The United States has the highest rate of incarceration in the world, with over 2 million people in prison and jail. The evidence is clear that there are structural race problems in our system — and Black families are disproportionately impacted. We can improve public safety and reduce incarceration rates in this country. When implemented, Elizabeth Warren’s plan will:

End cash bail that keeps people in jail for being poor."

Should the Death Penalty Be Allowed?

"I oppose the death penalty. And I oppose it on two grounds. One is that we're not infallible as human beings, we make mistakes. And particularly the evidence suggests that we make mistakes that are racially tinged and we can't do that as a country.

I also oppose it because I think people who have committed truly heinous crimes should die in prison. That is how we give them the maximum, maximum punishment that we can: keep them in prison for all of their days."

Should the Use of Private Prisons Continue?

"Ban private prisons and detention facilities. There should be no place in America for profiting off putting more people behind bars or in detention. That’s why I will shut down the use of federal private detention facilities by ending all contracts that the Bureau of Prisons, ICE, and the U.S. Marshals Service have with private detention providers. And I will extend these bans to states and localities by conditioning their receipt of federal public safety funding on their use of public facilities."

Should Universal Background Checks for Gun Purchases Be Made Law?

"As president, I will immediately take executive action to rein in an out-of-control gun industry...

This includes: Requiring background checks. We will bring the vast majority of private sales, including at gun shows and online, under the existing background check umbrella...

I’ll expand background checks via executive action — but Congress should act to permanently mandate universal background checks. And I’ll push Congress to close the so-called 'Charleston loophole' that allows a sale to proceed after three days even if the background check is not complete...

States that pass expanded background checks see lower rates of gun-related deaths and gun trafficking."

And I will require all telecommunications services to contribute fairly into the Universal Service Fund to shore up essential universal service programs that provide subsidies to low-income individuals, schools, and libraries to increase broadband adoption, including signing into law and building on the Tribal Connect Act, so that we can work toward every tribal library having broadband access."

Should Recreational Marijuana Be Legal Federally?

"For four decades, we've subscribed to a 'War on Drugs' theory of crime, which has criminalized addiction, ripped apart families — and largely failed to curb drug use. This failure has been particularly harmful for communities of color, and we need a new approach. It starts with legalizing marijuana and erasing past convictions, and then eliminating the remaining disparity between crack and powder cocaine sentencing. And rather than incarcerating individuals with substance abuse disorders, we should expand options that divert them into programs that provide real treatment."

Should the Federal Government Provide Universal Childcare?

"In the wealthiest country on the planet, access to affordable and high-quality child care and early education should be a right, not a privilege reserved for the rich.

That’s why I’m proposing a bold new Universal Child Care and Early Learning plan. My plan will guarantee high-quality child care and early education for every child in America from birth to school age. It will be free for millions of American families, and affordable for everyone...

The average cost of child care for a single child can take up between 9% to 36% of a family’s total income...

The entire cost of this proposal can be covered by my Ultra-Millionaire Tax."

Pro
Should Federal Taxes Be Increased?

"Our tax code focuses on taxing income, but a family's wealth is also an important measure of how much it has benefitted from the economy and its ability to pay taxes. And judged against wealth, our tax system asks the rich to pay a lot less than everyone else...

That's why we need a tax on wealth. The Ultra-Millionaire Tax taxes the wealth of the richest Americans. It applies only to households with a net worth of $50 million or more—roughly the wealthiest 75,000 households, or the top 0.1%. Households would pay an annual 2% tax on every dollar of net worth above $50 million and a 3% tax on every dollar of net worth above $1 billion. Because wealth is so concentrated, [economists Emmanuel Saez and Gabriel Zucman from the University of California at Berkeley] project that this small tax on roughly 75,000 households will bring in $2.75 trillion in revenue over a ten-year period."

Should the US Implement a Universal Basic Income (UBI)?

"Ezra Klein: Universal basic income.

Elizabeth Warren: I think there’s so much more that we should do before we get there. There’s so much more we should do. Start with the wealth tax. Come on. Start with universal child care and education and investment in education from zero on through college. Let’s see what that starts to do. Do the student loan debt forgiveness and that’ll start to close the black and white wealth gap. Use my housing plan and attack redlining straight on. Help close the differences between the poorest in this country and the middle class. Give people more opportunities. Let’s get everybody on board and try that."

Should the US Implement a Wealth Tax?

"[T]he richest 130,000 families in America now hold nearly as much wealth as the bottom 117 million families combined.

[T]he families in the top 0.1% are projected to owe 3.2% of their wealth in federal, state, and local taxes this year, while the bottom 99% are projected to owe 7.2%...

Should Student Loan Debt Be Forgiven?

"Elizabeth's plan cancels up to $50,000 in debt for more than 42 million Americans, provides complete debt cancellation for more than 75% of people with student loan debt, substantially increases both Black and Latinx wealth, closes the racial wealth gap, and boosts the economy. Her plan:
  • Cancels $50,000 in student loan debt for every person with household income under $100,000

  • Provides substantial debt cancellation for every person with household income between $100,000 and $250,000...

  • Offers no debt cancellation to people with household income above $250,000...

For people with student loan debt remaining after the cancellation plan takes effect, Elizabeth will:

  • Make student loans dischargeable in bankruptcy like other forms of debt."

Should Public College Be Tuition-Free?

"Elizabeth's Universal Free College plan will dramatically increase federal investment in higher education to provide free undergraduate tuition and fees at all public two-year and four-year colleges in America, and to expand and redirect federal grants to defray non-tuition college costs at public colleges...

The cost of Elizabeth's broad debt cancellation and Universal Free College proposal is $1.25 trillion over ten years. The entire cost is covered by Elizabeth's Ultra-Millionaire Tax -- an annual 2% tax on wealth above $50 million and an additional 1% tax on wealth above $1 billion, which affects just the 75,000 wealthiest families in America and raises $2.75 trillion in revenue over ten years."

Should the US Abolish the Electoral College?

"Come a general election, presidential candidates don't come to places like Mississippi. They also don't come to places like California and Massachusetts, because we're not the battleground states. Well my view is that every vote matters. And the way we can make that happen is that we can have national voting and that means get rid of the Electoral College and every vote counts."

Should Former Felons Be Allowed to Vote?

"Right now I think the fight should be over felony re-enfranchisement. Once somebody has paid their debt to society, they're out there expected to pay taxes, they're expected to abide by the law, they're expected to support themselves and their families. I think that means they get a right to vote. While they're still incarcerated, I think it's a different question."

Should 2020 Presidential Election Candidates Accept Support from Super PACs?

"The first day I got in this race over a year ago, I said I hope every presidential candidate who comes in will agree no super PACs for any of us. I renewed that call dozens of times, and I couldn’t get a single Democrat to go along with me. Finally we reached the point a few weeks ago where all the men who are still in this race and on the debate stage all had either super PACs or they were multi-billionaires and could just rummage around in their sock drawers and find enough money to fund a campaign. And the only people who didn’t have them were the two women. And at that point there were some women around the country who said, ‘you know that’s just not right.' So, here's where I stand, If all the candidates want to get rid of super PACs, count me in. I’ll lead the charge. But that’s how it has to be. It can’t be the case that a bunch of people keep them and only one or two don’t."

Should the US Expand Fossil Fuel Extraction on Public Land?

"Any serious effort to address climate change must include public lands — fossil fuel extraction in these areas is responsible for nearly a quarter of all U.S. greenhouse gas emissions. The Trump administration, with its casual denial of science and apparent amnesia about massive crises like the BP oil spill, has also proposed opening nearly the entire U.S. coastline to seismic testing and offshore drilling.

It is wrong to prioritize corporate profits over the health and safety of our local communities. That’s why on my first day as president, I will sign an executive order that says no more drilling — a total moratorium on all new fossil fuel leases, including for drilling offshore and on public lands."

Should the US Adopt a Climate Change Plan such as the Green New Deal?

"Elizabeth is an original cosponsor of the Green New Deal resolution, which commits the United States to a ten-year mobilization to achieve domestic net-zero emissions by 2030, and provides the framework for an ambitious effort to transform our economy and save our planet.

The challenge before us will require a national mobilization on the scale of New Deal, and a scientific mobilization like our race for the moon. But like the challenges America has faced before, it is also an opportunity: to create millions of good American jobs in clean and renewable energy, infrastructure, and manufacturing; and to directly confront the racial and economic inequality embedded in our fossil fuel economy.

We must meet the urgency of the moment, and a comprehensive approach to addressing climate change would be a top priority in a Warren administration."

"It's [nuclear power] not carbon-based, but the problem is it's got a lot of risks associated with it, particularly the risks associated with the spent fuel rods that nobody can figure out how we're going to store these things for the next bazillion years.

So here's how I see. In my administration, we're not going to build any new nuclear power plants, and we are going to start weaning ourselves off nuclear energy and replacing it with renewable fuels over -- we're going to get it all done by 2035, but I hope we're getting it done faster than that. That's the plan."

Should the US Rejoin the Paris Climate Agreement?

"Even after we reduce U.S. emissions to net-zero, we'll still fall short of the reduction in global emissions needed to avert a climate crisis. Elizabeth would return the United States to the Paris Climate Accord -- but that's only the beginning of what we must do together to save our planet.

Elizabeth believes our international economic efforts should be focused on accelerating the global transition to clean energy...

Under Elizabeth's plan, countries will be required to join the Paris Climate Agreement and eliminate domestic fuel subsidies as a precondition for entering trade negotiations with the United States."

Should the Tariffs Imposed on China by President Trump Be Maintained?

"Trade is good when it helps American workers and families — when it doesn’t, we need to change our approach. And unlike Trump, while I think tariffs are an important tool, they are not by themselves a long-term solution to our failed trade agenda and must be part of a broader strategy that this Administration clearly lacks...

Between the trade fights incited by Trump’s haphazard tariffs and a series of natural disasters, America’s farmers are now facing the worst crisis in almost 40 years. They are also facing unprecedented levels of uncertainty and instability. Trump’s tariffs have reduced crop prices, threatened farmers already operating on razor-thin margins, and opened up new non-American markets against which our farmers are now forced to compete."

Should the US Re-Enter a Nuclear Deal with Iran?

"The nuclear deal between the United States, five other countries, and Iran placed Iran's nuclear program under limits and inspections so that it cannot develop a nuclear weapon, and so far this deal has worked. But President Trump put it at risk when he unilaterally withdrew the United States...

This just doesn't make any sense. The nuclear deal is still working, so I think enforcing the current deal to prevent Iran from getting a nuclear weapon is a whole lot better than no deal at all."

Should the US Have Withdrawn Troops from Northern Syria in Oct. 2019?

"So, look, I think that we ought to get out of the Middle East. I don't think we should have troops in the Middle East. But we have to do it the right way, the smart way.

What this president has done is that he has sucked up to dictators, he has made impulsive decisions that often his own team doesn't understand, he has cut and run on our allies, and he has enriched himself at the expense of the United States of America. In Syria, he has created a bigger-than-ever humanitarian crisis. He has helped ISIS get another foothold, a new lease on life...

We need to get out, but we need to do this through a negotiated solution. There is no military solution in this region."

Should Abortion Be Legal?

“I would make certain that every woman has access to the full range of reproductive health care services, and that includes birth control, it includes abortion, it includes everything for a woman…

It's not enough for us to expect the courts to protect us. Forty-seven years ago, Roe v. Wade was decided, and we've all looked to the courts all that time, as state after state has undermined Roe, has put in exceptions, has come right up to the edge of taking away protections...

We now have an America where most people support Roe v. Wade. We need to make that a federal law.”

Should Americans Be Able to Import Prescription Drugs?

"There's more to do to bring down high drug prices. Medicare should aggressively negotiate with drug companies. We should crack down on rampant abuse of the patent and regulatory system. And we should import drugs from countries that sell the same medicines and meet strong safety standards but that charge their citizens a fraction of our costs."

Should the US Switch to a Medicare-for-All Healthcare System?

"I'm with Bernie on Medicare for all. And let me tell you why.

I spent a big chunk of my life studying why families go broke. And one of the number-one reasons is the cost of health care, medical bills. And that's not just for people who don't have insurance. It's for people who have insurance.

Look at the business model of an insurance company. It's to bring in as many dollars as they can in premiums and to pay out as few dollars as possible for your health care. That leaves families with rising premiums, rising copays, and fighting with insurance companies to try to get the health care that their doctors say that they and their children need. Medicare for all solves that problem."

Should the Federal Government Intervene to Lower Prescription Drugs Costs?

"Reining in prescription drug costs should be a top priority for any President – and there’s no better way to do it than through Medicare for All. My administration will use a suite of aggressive policy tools to set a net savings target that will bring down Medicare prices for brand name prescription drugs by 70% and prices for generics by 30%, with an initial focus on more expensive drugs.

Under Medicare for All, the federal government would have real bargaining power to negotiate lower prices for patients...

If negotiations fail, I will use two tools – compulsory licensing and public manufacturing – to allow my administration to ensure patient access to medicines."

Should the US Continue to Build a Border Wall at the US/Mexico Border?

"I will not support the building of a wall that does not make us safer. The [Trump] administration itself, people within it, have already said this is not about security, this is not how we're going to make ourselves safer. The kind of wall that is proposed now is a monument to hate and division. We are a better country than that."

Should the US End the Deferred Action for Childhood Arrivals (DACA) Policy?

"For the good of our economy and our communities, it's long past time to provide a path forward for the approximately 11 million undocumented individuals currently living and working in the Unites States. We should immediately reinstate the DACA program and protections for our Dreamers and their families. I'll expand the program to cover more young people by extending the cut-off date, eliminating the arbitrary application age requirement, and extending the 'minor' designation to anyone who was brought to the U.S. under the age of 18."

Pro
Should the US Decriminalize Illegal Border Crossings?

"Decriminalize migration and refocus enforcement on serious criminal activity. Entering the country without authorization has always been a violation of civil immigration law, but thanks to a former segregationist Senator, it’s also a criminal violation. This additional criminal provision is totally unnecessary for border security, and for a century, it was rarely enforced. But since the early 2000s, it has been used to build and sustain a massive immigration detention complex...

We should repeal this criminal prohibition to prevent future abuse."

Should Immigrants Who Entered the US Illegally Be Denied a Path to Citizenship?

For the good of our economy and our communities, it's long past time to provide a path forward for the approximately 11 million undocumented individuals currently living and working in the United States...

We need real reform that provides cost-effective security at our borders, addresses the root causes of migration, and provides a path to status and citizenship so that our neighbors don't have to live in fear. "

Should LGBTQ+ People Have Protection from Being Fired for Being LGBTQ+?

"LGBTQ+ workers, especially transgender workers, face broad discrimination in the workplace. Nineteen percent of transgender people report being fired, denied a promotion, or turned down for a job because of their gender identity or expression... As president, I’ll take executive action to fight LGBTQ+ workplace discrimination... My administration will also appoint EEOC commissioners and NLRB members who support LGBTQ+ workers, issue regulations affirming LGBTQ+ people's equal rights in employment, and make those rights enforceable by banning federal contractors from using forced arbitration and collective action waivers to bar LGBTQ+ workers from suing if they are discriminated against at work."

Should Transgender People Be Allowed to Serve in the US Military?

"Our national security community is weaker when LGBTQ+ Americans are excluded. I have opposed the Trump Administration's shameful ban on transgender service members from the start, and I will reverse it on Day One. The only thing that should matter when it comes to allowing military personnel to serve is whether or not they can handle the job. That's also true for service members with HIV. Advances in care and treatment have made it possible for individuals living with HIV to serve and deploy, and the Pentagon's policies should be updated to reflect these advances in medical science."
